WATCH: Lawmaker says funding bill in ‘state of flux’  

A GOP lawmaker tells The Hill that a plan to avoid government shutdown on Friday is in “a state of flux.”

Rep. French Hill (R-Ark.) says the initial plan to merge a stopgap funding measure to several other bills, such as disaster aide, has been set aside over concerns about including funding for ObamaCare opposed by House conservatives.

Hill predicts that GOP lawmakers will meet later in the afternoon to hear a plan.
