In a statement on Tuesday, Russia's Federal Security Service said that Ryan Fogle, who had been working as a third secretary out of the U.S. embassy to Russia's political section, had been detained overnight. 

The Federal Security Service said Fogle had been carrying disguises; instructions for the person he was trying to recruit; "special technical equipment;" and money, according to The Associated Press.

Fogle has been handed over to U.S. embassy officials, according to the Federal Security Service.

Spokesmen for the U.S. embassy have declined to comment on the news.
