Dems lay out 22 uses of majority-vote tactic in Senate's past

Democratic staffers laid out Thursday the 22 instances Majority Leader Harry Reid (D-Nev.) says a majority-vote maneuver were used in the past.

Staff circulated a summary of the instances since 1980 in which congressional leaders used budget reconciliation to pass legislation.

The process is under consideration by Democratic leaders as a maneuver to finish work on healthcare legislation.

The reconciliation process lets leaders pass a piece of legislation with only a simple majority, instead of the 60 votes normally needed to bypass a filibuster.

Reid has said the process has hardly been uncommon, pointing to the 22 examples. Republicans have protested, meanwhile, that using the tactic is rare and hyperpartisan -- though they have used the move in recent history to pass legislation of their own.

Here's the list of the bills passed under reconciliation. Note, though, that three of them were vetoed at different points in the process. Those bills' names are italicized. 

Update, 2:24 p.m.: A Senate Republican aide responds: "The bottom line is that reconciliation has never been used to fundamentally restructure a sixth of the American economy, never been done on an issue of this magnitude on a strictly partisan basis.”
