Industrial cities need extra tools to attract and retain clean energy businesses (Rep. Dan Maffei)

On October 23, 2009, I introduced legislation that will incentivize small businesses in distressed economies to invest in clean energy technology.  H.R. 3919, the Clean Energy Empowerment Zone Act of 2009 recognizes that small businesses are best at creating new jobs and boosting local economies.  That is why it creates specific incentives for businesses to relocate in areas that have skilled workers or a modern infrastructure but have lost jobs or been economically disadvantaged by the change from conventional to clean energy.  This will help spur growth in areas that too often in the past missed the economic benefits of innovation.

Syracuse, my home town and the population center of my district, and other cities in the industrial northeast have the infrastructure and the work force to lead the way in clean energy innovation.  We are particularly well positioned in my district because of our exceptional research institutions and proximity to valuable natural resources.  We just need some extra tools and incentives to make this new clean energy economy a reality, and this legislation will provide some of those for communities which are poised to make that leap.


My plan will give cities like Syracuse that have skilled workforces and great research institutions the tools they need to attract clean energy businesses.  The program would be modeled after some of the success stories from communities that were able to take advantage of Empowerment Zones, but would be distinct and would focus specifically on helping communities take advantage of clean energy.  The zones would provide businesses substantial financial incentives to build such sectors through employment tax credits, increased business expense deductions, and favored capital gains treatment.  The bill also provides those tax incentives for business that retrofit their buildings to be more energy efficient and environmentally friendly.

Original co-sponsors of H.R.3919 include Rep. Michael McMahon (D-NY), Roscoe Bartlett (R-MD) and Mike Thompson (D-CA). I welcome this bi-partisan support and am committed to continuing to gain the support of colleagues on both sides of the aisle.

Yes, we really need Agenda, the UNFCCC, ICLEI, and a complete lack of freedom and Sovereignty. I am not sure if you are either clueless (as half the Congressmen I have spoken with have never even heard of Agenda 21)…or whether you are part of the team engineering the destruction of America. Is that what they are calling it now, "Empowerment Zones?" I just love Liberal lexicon, it is the most fluent language on the planet. According the legend on the maps of every Wildlands Project on the books, they are called "Normal Zones-Zones of Cooperation" I could elaborate with great erudition what is meant by "Zones of Cooperation", but I guarantee you…NO American would like it. ROFLMAO, "empowerment zones"…wow, that sounds so…errrrrrr r…empoweri ng! I can already hear the rhetoric that is going to support an empowerment zone. Normal Zones btw, are zones where they are going to allow humans to live. How are they going to get you to live in an Empowerment Zone? Simple. Find a bug, call it an endangered species, then break the local economy, forcing its population to move out while the government claims the land to protect the endangered species. Then, move the people further as you create a buffer zone around this land grab. There are currently 39 of these Wildlands Projects underway in the United States right now. Empowerment Zones have many slick sounding names…"Smart Growth" is pretty much the universally accepted one. If the federal or state governments really want to help industry to find its way back to the northeast, how about lowering or even eliminating taxes for ALL relocating industries and start-ups, and not just the ones involved in "clean energy?" How about massive tax breaks for companies that clean up and occupy abandoned manufacturing real estate? These ideas are not new, but they do work.BY Brian John Murphy on 10/29/2009 at 07:46
