Healthcare bill is historic first step to meaningful reform (Rep. Lynn Woolsey)

The Affordable Health Care for America Act passed by the House Saturday night made history.

For 60 years, Democrats have been fighting for fundamental reform of health care. No previous effort has even come close to making it this far.

Progressives deserve much of the credit for this progress. We never wavered in our support for wide-ranging reform and the best possible public option.

In fact, it is acknowledged throughout the Congress that there would be no public option at all without our efforts.

And when the bill was unveiled, we fought successfully to improve it by including a provision that will curtail spiraling rates by requiring increases in insurance premiums to be justified.


That said, the bill is not all that many progressives wanted.

Like many progressives, I believe the best way to provide high-quality health care to all is through a single-payer system, and I will continue to support single-payer initiatives.

In this Congress, progressives rallied behind the idea of a sweeping reform bill that included a public option linked to Medicare.

The bill passed Saturday retains many of those reforms, including the public option, though rates in the option will be negotiated rather than linked to Medicare.

In addition, an important amendment that would have removed legal barriers preventing states from choosing a single-payer system was stripped from the bill, and a totally unacceptable amendment that severely restricts coverage for abortions was added. We must fight to reverse both of these developments when the House and Senate reconcile their bills in conference committee.

Despite these shortcomings, this bill deserved our support because it will not only make history—it will make a difference.

The act calls for fundamental changes in the health care system. It guarantees access to high-quality health insurance regardless of income, employment or pre-existing conditions. It provides subsidies to those who need help buying insurance. For those who don’t have health insurance through an employer, it creates a menu of health insurance options--private plans and a public health insurance option--to choose from in a health exchange. It also eliminates lifetime limits on how much insurance companies will pay and co-pays and deductibles for preventive care. It provides cheaper drugs for seniors by reforming Medicare Part D and closing its donut hole.

President Obama urged Democrats on Saturday to pass the health care bill, saying it was “our time to deliver.”

We have delivered—a meaningful first step toward genuine health care reform.

Now, it’s the Senate’s turn.

God help us if the Senate doesn't stop this insanity! This 2,000 page monstrosity is the worst piece of garbage to come out of that cesspool of Washington, DC since Cap and Trade. You are on the verge of destroying health care in America, on top of an economy that is shakey at best and YOU SING THE PRAISES OF IT AND PAT YOURSELF ON THE BACK! INCREDIBLE! Representative Woolsey,I assume you are familiar with the United States Constitution considering you swore an oath to abide by it. Please state where, in Article 1 Section 8, that Congress has the power to provide health care, or compel "We the People" to purchase health care insurance? Now, I understand that the Speaker has such disdain for the concept of federalism and has actually scoffed at a question about the constitutional limits to her power. Do you also not understand that the federal government has hard limits on its powers, and that they are specifically enumerated? Please read Article 1 Section 8. It is in English, plainly written out for anyone to understand. Congress has NO AUTHORITY to pass the Affordable Health Care for America Act. You are acting outside your congressional authority to make that bill a law.If you want single-payer government run health care, then there is only one way to do it in a Constitutional manner, and that is to pass an amendment that grants that power and authority to Congress. However, you know and I know you could never get that passed because We the People do not support this power grab by the federal government.Shame on you for violating your oath of office.BY R. This is so typical of supporters of this fiasco. A wonderful description of all the great things this bill will provide with absolutely no explanation of HOW it will do it or pay for it. This is why Congress has such a low approval rating, the people know politicians are great at promising things they can't deliver. Fortunately not all of the people are as dumb as these progressive politicians think they are. All senior citizens need to know what they are giving up with the $500 billion that will be taken from Medicare.Death Panels is not a stretch of the imagination. But while some "director" of a Medical Home Center will decide if a senior citizen even needs medical attention,"retirees" of labor organizations and government organizations will have their insurance subsidized. I can only help in defeating you in the next election, you are a disgrace to the State of California and I am not in your district but I will support any one that runs against you and everyone else who votes for this job killing, trillions of dollars added to the deficit and adding 110 departments which means more government employees which we do not need. You are killing the best health care system in the world you are not improving it. Any thing the government does turns out to be a big fat mess except for the military and your party is trying to destroy it.We need term limits ONE TERM OF FOUR YEARS, NO GRANDFATHER CLAUSE SERVED FOUR YEARS AND YOUR OUT. congresswoman, did you read this bill?Progress is moving forward. Progress is not creating 150 new bureaucratic agencies and future retirement benefits for all. And you say that this bill isn't what many in the party wanted?Americans have heard from both Pelosi and Reid that the dog and pony show is over and they will have Abortion and the public option. And 90 democrats today, sent a letter to the POTUS that they want abortion back in the bill. Congress will have the authority to steal private property from citizens bank accounts, high fines and/or put american citizens in jail for up to 5 years for non compliance, (but not illegal immigrants)grow the size of government, and decide who will get treatment and who won't. And you say progressives have been waiting 60 years for this opportunity? This is the ultimate theft of private property and liberty,plain and simple. Informed Americans know that this is the ultimate prize for control over a free people. And history has shown who those thieves were in the past in the name of the progressives. This plan is unconstitutiona l…can you say unconstitutiona l? You people were elected to work for us: We the People. Common sense could tell anyone that this is really a BAD thing for America. Everyone that I talk to is against this takeover. Do you people just not care about anything but winning your takeover plan conceived by Obama? Already failed during the Clinton admin.
