Fairness in Representation Act will ensure fair congressional apportionment (Rep. Virginia Foxx)

This week I introduced the Fairness in Representation Act, legislation that requires the Census Bureau to determine the number of illegal immigrants in the United States.

The decennial census is not currently required to collect data regarding the legal status of immigrants in the U.S. This means that states with high numbers of illegal immigrants stand to gain additional seats in Congress in the once-every-10-years process of reapportionment.  This also means that the law-abiding residents of states with low numbers of illegal immigrants stand to lose seats to those states with high numbers of illegal immigrants.

That is not fair and equal representation in Congress.

Congress should not ignore the way that illegal immigration is altering how many seats each state has in Congress.  This legislation will help equip the country with the necessary data to distribute seats among the states without the process being unfairly affected by the inclusion of illegal immigrants.

The census is a lynchpin in the proper functioning of America’s democratic and legislative process.  Ensuring that the final tally is accurate and fair will mean everyone’s vote counts equally when congressional districts are re-distributed and redrawn every ten years.

This is a "no brainer" If you are not a citizen you should not have elected representation. The original idea was representation based on citizens—-not just population. The next thing will be counting all the illegals dogs and cats.BY BC on 10/16/2009 at 03:47
Since states with a large number of illegal immigrants, under current laws, have no incentive to actually deport illegal immigrants but rather benefit from not, perhaps the Bill should include an incentive in the form of a penalty. The penalty would be a deduction of legal citizens equal to the count of illegal immigrants. Then the remaining number would be used determine the stateBY JF on 10/26/2009 at 23:22
Foreigners in our nation, legally or illegally have NO right to vote in any of our elections. Yes, we need to know how many and who are in our nation, by all means, it will be easier to deport them.It seems harsh, but they are destroying our Medical, Educational, Welfare and all other public assistance programs that we have worked so hard to build for "OUR" less fortunate citizens .We have foreign aid programs for citizens of countries like Mexico .All this administration is trying to do is make citizens of these foreigners for their own personal agendas, not really caring how it will impact the American Middle Class.BY John F.
