Those opposed included Rep. Niki Tsongas (D-Mass.), who had worked with Turner in the committee to include the measure that required dismissal for those convicted of sexual assault.
Mandatory minimums “can have a chilling effect,” Tsongas said, adding that it would not help raise victim reporting rates that are already low in the military for sexual assault.
The amendment the House passed by voice vote.
Turner’s amendment was one of the measures relating to sexual assault that was cleared for a vote on the House floor. Other amendments submitted to the defense authorization bill — including two that would have taken the prosecution of the crimes out of the chain of command — were ruled out of order by the Rules Committee.
