President Obama will touch on his record of foreign policy
successes, including withdrawing troops from Iraq and killing Osama bin Laden,
according to a set of talking points on the State of the Union address issued by the
White House legislative affairs office.
“For the first time in nine years, there are no
Americans fighting in Iraq,” the memo reads. “We’ve decimated al
Qaeda’s leadership, delivered justice to Osama bin Laden, and put that
terrorist network on the path to defeat. We’ve made important progress in
Afghanistan, and begun a transition so Afghans can assume more responsibility.
We joined with allies and partners to protect the Libyan people as they ended
the regime of [Moammar Gadhafi]."

President Obama nominated four officials to top Pentagon
positions late Monday, including three undersecretaries.
James Miller was nominated to succeed Michele Flournoy as undersecretary
of Defense for policy, after Flournoy announced last month she was stepping
down. Miller was Flournoy’s top deputy.

Pakistan released its own investigation into the November
incident in which 26 Pakistani soldiers were killed in a NATO airstrike on Monday, calling
the U.S.
investigation “contrary to facts” and placing the blame on U.S. and
International Security Assistance Force (ISAF) forces. “The fundamental cause of the incident of 26th November 2011
was the failure of U.S./ISAF to share its near-border operation with Pakistan
at any level,” Pakistan’s military said in a statement Monday. “The US
Investigation Report is structured around the argument of ‘self defense’ and
‘proportional use of force,’ an argument which is contrary to facts.”

The European Union passed an embargo on Iranian oil Monday,
prompting renewed threats from Tehran about shutting the Strait of Hormuz if
the United States and European Union proceed with their sanctions. The EU sanctions, passed Monday in Brussels, place an
immediate ban on new oil contracts with Iran and says all current contracts must be
ended by July 1. The European measures come after U.S. sanctions against Iran’s
central bank were included in the 2012 Defense Authorization bill passed last
month. The EU currently purchases about 20 percent of Iran’s oil. The sanctions from the United States and EU are designed to stop
Iran’s nuclear program, which Tehran says is for energy purposes but the United States and
other allies say is for building a nuclear weapon.

Earmarks were temporarily banned from appropriations bills last year, but that didn’t stop officials from misusing or attempting to misuse the federal spending process, Citizens Against Government Waste contends. On Monday, the group announced its short list of the six worst “porkers” in 2011. In the absence of earmarks, the list of offenses include a wider range of deeds than traditional pork-barrel spending.
From Congress, the nominees are Senate Majority Leader Harry Reid (D-Nev.), Rep. Rosa DeLauro (D-Conn.), Sen. Claire McCaskill (D-Mo.) and House Armed Services Committee Chairman Buck McKeon (R-Calif.).
Energy Secretary Steven Chu and National Park Service Director Jonathan Jarvis round out the list.
