News bites: Lawmakers abroad seek Arctic drilling freeze

The Houston Chronicle reports that the Justice Department and BP challenged a ruling that limited Transocean’s liability for the 2010 Gulf of Mexico spill.

The Associated Press reports that British lawmakers want an international moratorium on Arctic offshore drilling.

The Wall Street Journal reports that the number of hybrid cabs in New York City is slated to fall.

Bloomberg reports that oil prices’ three-minute plunge earlier this week has left traders and analysts “perplexed about the cause.” One described it as “high-frequency trading on dope.”

AP reports that communities in West Virginia are trying to gauge the effect of coal giant Alpha Natural Resources’s decision to close a number of mines.
