News bites: New York to miss hydraulic fracturing deadline

New York Gov. Andrew Cuomo (D) said the state would miss a deadline for rolling out new hydraulic fracturing rules, reports The Associated Press.

Brazil, China, India and South Africa said developing nations need a bigger commitment from wealthier countries on climate change, Reuters notes. United Nations climate talks begin next week in Qatar.

Global carbon dioxide levels in the atmosphere hit a record high in 2011, Reuters reports, citing the World Meteorological Organization.

A petroleum refiners group requested the Environmental Protection Agency revisit an earlier decision that raised a national biodiesel production target for 2013, according to Platts.

New oil and natural-gas production will drive an increase in pipeline demand through 2016, the Houston Chronicle reports, citing a study by the Freedonia Group.
