News bites: Russia seen ceding control of state oil firm

Russia plans to give up control of state-owned oil firm Rosneft in a planned merger with BP’s joint venture with Russian company TNK, Bloomberg reports.

The Nuclear Regulatory Commission has proposed a rule that would allow armed security personnel to carry “enhanced weapons” to guard spent fuel rods at nuclear facilities, The Associated Press notes.

The Houston Chronicle takes a look at a new report that says a friendly business climate sparked the oil boom in the United States.
