News bites: Oil sands, rail and the Keystone XL pipeline

The Washington Post takes a look at the impact rail transport might have in shipping Canadian oil sands even without the Keystone XL pipeline.

The Securities and Exchange Commission is investigating Chesapeake Energy Corp., Bloomberg reports.

New York Gov. Andrew Cuomo (D) backed off allowing hydraulic fracturing, or fracking, to wait for the state to finish a health study, according to The Associated Press.
