House votes to restore $2 billion in energy loan guarantees

The House approved jobs legislation Wednesday evening that returns $2 billion to the Energy Department loan guarantee program for low-emissions energy projects after the money was used to extend the popular "cash for clunkers" program over the summer. The Senate does not plan to take up jobs legislation until after the new year.
