Sarkozy stumbles over French carbon plan

President Obama is having a tough time winning enactment of a new climate change law. French President Nicolas Sarkozy can sympathize.

France’s Constitutional Council has struck down a carbon tax that was slated to take effect Friday, finding it provided too many loopholes for polluters.

Sarkozy’s conservative party plans to redraft the measure following the setback, according to several news accounts.
