Salazar to announce oil leasing changes Wednesday

Interior Secretary Ken Salazar plans to hold an early afternoon press briefing Wednesday to announce several reforms to onshore oil and natural gas leasing programs.

Salazar said on New Year's Eve that an announcement was coming in January.

Salazar has said he wants to create more "certainty" in the system, while oil industry groups allege he has stymied domestic energy exploration.
