Personnel: Tesoro's new lobbyist, ex-EPA spokeswoman opens PR shop, Bracewell counsel joins Houston faculty

A few personnel notes …

Jaime Moore has joined Tesoro Corp. as its new director of federal affairs. Moore previously worked for eight years as senior policy advisor to Sen. Kay Bailey Hutchison (R-Texas). She joins former House Democratic staff Stephen Brown at Tesoro.

Donna Vincent Roa, a former spokeswoman at the Environmental Protection Agency, has started a public relations firm. The Vincent Roa Group will specialize in communication about science, environment, energy efficiency and public health issues, according to a news release. Roa was director of science communication at the EPA’s office of research and development.

Bracewell & Giuliani’s Tracy Hester is now on the faculty of the University of Houston Law Center as director of its Environment, Energy and Natural Resources Center. Hester will also remain a member of Bracewell's environmental team as senior counsel.

And as noted earlier in this blog, Dow Lohnes Government Strategies has opened a new “Green Solutions” practice. It will be headed by Jessica Lenard, a former energy and environmental policy advisor to Senate Assistant Majority Leader Dick Durbin (D-Ill.), and Liz Burdock, a former executive director of a public-private White House climate program during the Clinton administration.
