In the Senate, a cloture vote on that bill is expected late Tuesday afternoon, and if it fails, the Senate will hold a cloture vote on S. 679, the Presidential Appointment Efficiency and Streamlining Act.

At 2:15 p.m. Tuesday, the Senate will consider the nomination of Leon Panetta to be secretary of Defense, which involves two hours of debate and then a vote.
