The House on Thursday afternoon easily approved the rule for the GOP's Budget Control Act in a partisan 238-186 vote.
But the vote on the bill itself is not expected to be so easy — as many as 22 Republicans are thought to oppose the bill, and more than 40 others have not publicly revealed how they would vote.
The rule calls for two hours of debate, expected to begin by about 2:30 p.m. Debate will be controlled by the chairmen and ranking members of the committees on Rules, Ways and Means and Budget.
The rule also makes in order a suspension vote on a balanced-budget amendment to the Constitution. The House is expected to vote on two balanced-budget amendments on Friday.
