

House in full agreement on 3 percent withholding bill
Members of the House from both parties on Wednesday indicated broad on legislation that would repeal the 3 percent withholding rule, increase job training and create tax credits for veterans, and scale back middle-class Americans' eligibility for Medicaid.
Republicans and Democrats debated H.R. 674 for about 40 minutes, and both sides praised work on the bill for the last few weeks that has resulted in a rare example of bipartisanship this year.
No one spoke against the bill, although one, Rep. Sandy Levin (D-Mich.), reiterated that while the 3 percent withholding bill is widely supported, it should not be trumpeted as a "jobs" bill.
After the brief and harmonious debate, members delayed a vote on the measure until later Wednesday and started debate on a much more controversial bill — H.R. 822, which would require states to recognize each others' concealed weapons permits.
