In a lengthy speech to an empty House chamber, Gohmert said the Obama administration was responsible for the 92 percent surge in child immigrants coming across the Mexican border. The Obama administration has said that more than 47,000 child immigrants have crossed the border since October 2013.

"If you have an administration that is lawless and refuses to enforce the law ... you're going to reap the whirlwind," Gohmert said.

Gohmert argued that the Justice Department has concealed information from Congress in the past, such as the investigation of the "Fast and Furious" gun-tracking operation. The Texas Republican also alluded to the DOJ's alleged role in the Internal Revenue Service controversy of targeting conservative nonprofits applying for tax-exempt status.

"It seems like what we're doing here is the Department of Justice is going after political enemies of the administration instead of being fair across the board," Gohmert said.
