GOP releases text of Ryan budget resolution

House Republicans on Thursday released a copy of Budget Committee Chairman Paul Ryan's budget resolution for fiscal 2014.

The 91-page budget resolution has come under heavy criticism from Democrats for defunding the 2010 healthcare law and not providing enough money for programs they say are vital to the poor, women and minorities.

The Wisconsin Republican has defended it by saying it balances the federal budget in 10 years, doing so not by cutting but by slowing the rate of growth in federal spending. The budget allows federal spending to increase 3.4 percent over 10 years, rather than the 5.3 percent rate of growth assumed by the Congressional Budget Office.

The House Rules Committee will meet late next Monday to approve a rule for the resolution, and Republicans are hoping to pass it next week.

As of Thursday, the resolution had no number.
