Some Republicans blamed the SEC for delaying the rules needed to implement that change. But few Democrats opposed the bill, and it easily passed in a 416-6 vote.

Members also passed two other bills on Wednesday evening:

— H.R. 767, which would rename a energy pilot project in Montana. Passed 415-1.

— H.R. 384, which would establish an advocate for homeless veterans at the Department of Housing and Urban Development. Passed 420-3.
