Plans for Reid's speech unclear

Senate Majority Leader Harry Reid's office says there is no time scheduled for Reid to speak about budget negotiations. A speech on the Senate floor, which was originally scheduled for 8 p.m., has been pushed back repeatedly.

Members of congressional leadership are engaged in heated negotiations in an attempt to avoid a government shutdown that will begin at midnight if a solution is not reached. 

The Senate floor remains mostly quiet but is open for senators to come and speak on any subject.
