The Senate reconvened on Monday after a weeklong break and is expected to take up the Economic Development Administration (EDA) funding bill, which Democrats say will help create jobs.

The GOP budget would turn Medicare into a type of voucher system. Democrats claim it would end Medicare.   

"That’s not good policy, that’s not even good politics,” Reid said.

Ryan's budget was voted down in the Senate last month.

 "The American people oppose that policy and so do the Democrats in Congress," he said.
