If cloture fails, the Senate is expected to vote on whether to proceed to the Military Construction, Veterans Affairs and Related Agencies Appropriations Act. The House has already approved this bill, H.R. 2055.
The House meets at 10 a.m. for speeches and then at noon for more legislative work on energy and water issues. In addition to continuing work on H.R. 2354, the Energy and Water Appropriations Act amendments, members will also take up H.R. 2018, the Clean Water Cooperative Federalism Act.
The latter bill would amend the Federal Water Pollution Control Act to preserve the authority of each state to determine its own water quality standards.
