Coburn predicted the Saturday vote would fail and that the bill would never technically reach the floor because some senators are “cowards.”

“We're not going to have it come to the floor … for a full debate and for a vote ... because we're expediently cowards,” said Coburn.

The legislation in question was passed by the House on Tuesday.

The measure would cut spending by $111 billion in 2012, cap spending over the next decade and prohibit more borrowing until Congress passes a balanced-budget amendment to the Constitution.
