Senate set to fill emergency judicial vacancy

The Senate is expected to take its only vote of the day at around 5:30 p.m. that will be on the confirmation of President Obama nominee Stephen Higginson to serve on the fifth circuit court

In July Higginson was reported out of the Judiciary Committee unanimoulsy. Prior to Monday's vote a number of senators, including both the chairman and ranking member of the Judiciary Committee, spoke out in favor of his confirmation.
