The amendment, sponsored by Sen. Amy Klobuchar (D-Minn.), was approved by voice vote.

The chamber also approved an amendment by Sen. Ben Nelson (D-Neb.) revising the criteria for an area to be designated "rural" in the U.S. Census. That amendment was approved by voice vote.

Sen. Pat Toomey (R-Pa.) saw both of his two amendments fail in the Senate. One amendment eliminates federal assistance for biobased products. The other amendment would have reformed a federal sugar program.
