The bill is in response to multiple security incidents.
Senators would roll out their "modest measure" on Wednesday.

The panel is under fire, with allies of Hillary Clinton calling it a political tool.
"We're going to move forward. We have a program," Sen. Harry Reid said.
Senators voted 73-26 to end debate on the National Defense Authorization Act.
A first procedural vote could be held as as early as Thursday.
