Matt Frederick Leitman received a 55-43 vote to end debate on his nomination to serve as U.S. district judge for eastern Michigan.
"Bring up the cap-and-tax bill and let’s have a debate," McConnell said after all-nighter.
The bill headed to President Obama would use the $126 million for pediatric medical research.
