Republicans and Democrats in the House and Senate have reintroduced legislation that would set up a commission aimed at ending breast cancer by 2020.
The bill from Sen. Sheldon Whitehouse (D-R.I.) in the Senate, and Rep. Shelley Moore Capito (R-W.Va.) in the House, would established a Commission to Accelerate the End of Breast Cancer. The commission would be tasked with identifying promising research, creating public-private partnerships, and finding other ways to collaborate to help find a cure.

The House starts work in the afternoon on legislation that would give private sector workers the option of using overtime hours for time away from work instead of overtime pay.
Members are expected to approve the rule for the Working Families Flexibility Act, H.R. 1406, and then complete work on the bill by Wednesday.

Rep. Sheila Jackson Lee (D-Texas) on Monday night argued that the Constitution could be read in a way that implies the right to healthcare and education for all Americans.
Speaking on the House floor, Jackson Lee said the right to these services can be read into the Declaration of Independence, which preserves the rights of Americans to life, liberty and the pursuit of happiness.

The House on Monday easily approved legislation aimed at making it easier for the Vietnam Veterans Memorial Fund (VVMF) to collect private donations to build a new education center.
In a 398-2 vote, and after a token debate, the House approved H.R. 588, the Vietnam Veterans Donor Acknowledgement Act. The bill allows the VVMF to acknowledged private donations to build the center inside the center, something it is currently not permitted to do under current law.

Rep. Dana Rohrabacher (R-Calif.) on Monday called on Congress to pass legislation withholding aid to Pakistan until a doctor who helped the U.S. find Osama bin Laden is freed from a Pakistani prison.
Rohrabacher was responding to new reports that the next appeal hearing for Dr. Shakil Afridi will be postponed until June. In addition to starving Pakistan of foreign aid funding, Rohrabacher also called on the Obama administration to withdraw the U.S. ambassador from Pakistan.

Senate Majority Leader Harry Reid (D-Nev.) announced Monday that he would again ask Republicans to join Democrats in appointing budget conferees. Last month, Reid tried to get a unanimous consent agreement to form a budget conference committee so that the House and Senate could resolve the wide differences in their budget resolutions. Republicans objected to his request.

The top Democrat on the House Education & the Workforce Committee on Monday called on major U.S. retailers to sign an agreement requiring them to stop sourcing from Bangladeshi companies that don't adhere to a worker safety code.
Rep. George Miller (D-Calif.) cited recent accidents in Bangladesh that have left hundreds dead, and said retailers are ultimately responsible for poor working conditions in that country. On the House floor, Miller said Bangladesh is not enforcing worker safety laws because it fears major brands will leave the country and have their clothing made somewhere else.
