Monday: Sen. Sanders to call for new revenues in debt deal

The Senate returns at 2 p.m. for speeches, which will last until 6 p.m. At 4 p.m., Sen. Bernie Sanders (I-Vt.) is expected to speak about the need to ensure that new tax revenues are part of any political agreement related to the debt ceiling.

Sanders believes that a debt-ceiling agreement must rely on new revenues for at least half of any agreement to reduce red ink. He sent a letter to President Obama on the topic that several thousand people have signed in support.

A closer look at next week...

The House left town Friday for a weeklong recess, shortly after House Majority Leader Eric Cantor (R-Va.) abandoned Vice President Biden's debt ceiling talks.

While those talks have long been perceived as a battle between the White House and House Republicans, the White House next week will turn to the Senate for advice. President Obama and Biden meet with the top Senate Democrat and Republican on Monday in the hopes of setting a constructive tone for the House's return after July 4.

House members seek to ease federal marijuana laws, reduce cocaine sentences

Members of the House on Thursday introduced legislation that would scale back federal authority over marijuana and reduce sentences related to cocaine offenses.

The first bill, from Reps. Barney Frank (D-Mass.), Ron Paul (R-Texas) and others, would end the federal prohibition on marijuana and leave it to states to set and enforce their own laws.

House approves FAA funding bill by unanimous consent

The House on Friday morning quickly approved legislation by unanimous consent that would extend taxes that fund the Airport and Airway Trust Fund through July 22. The bill, which helps fund the Federal Aviation Administration, was approved in order to avoid the expiration of these taxes on June 30.

A longer-term extension remain in doubt, as House Republicans are looking to cut these funds, and favor language that would make it more difficult to form air and rail unions.

Boehner to Obama: I will defend Congress's war authority when challenged

House Speaker John Boehner (R-Ohio) on Friday called on members to support a bill limiting funds for Libya operations, and said he is essentially duty-bound to bring the bill to the floor in order to reassert congressional prerogatives over the ability to declare war.

"I support the removal of the Libyan regime," Boehner said. "I support the president's authorities as commander of chief. But when the president chooses to challenge the powers of the Congress, I, as Speaker of this House, will defend the constitutional authority of the legislature."

House Republican says Obama 'breaking the law' with Libya operation

Rep. Tom Rooney (R-Fla.) on Friday said he believes President Obama is breaking the law by committing U.S. forces to Libya without congressional authorization, and argued that a vote for his bill to defund Libyan operations is now the only way to rein him in.

"In my opinion the president is breaking the law, but he is being restricted by nobody and being able to continue unfettered," Rooney said on the floor. His defunding bill, H.R. 2278, is expected to be voted on and approved Friday afternoon.

Senate committees next week: Libya and war powers, oil spill aftermath, democracy in the Americas

Sen. John Kerry (D-Mass.) will lead discussions in the powerful Senate Foreign Relations committee next week on the prudence and legality of continued U.S. participation in the NATO bombardment of Libya.

A subcommittee of Senate Foreign Relations will also review the state of democracy in nations south of the U.S. border.

In other committee action, Sen. Ben Cardin (D-Md.) will hold a hearing in his Water and Wildlife subcommittee to scrutinize the ongoing impact of last year's Deepwater Horizon disaster on flora and fauna in the Gulf of Mexico.

Rep. Jackson denied challenge on Libya bills regarding three-day rule

Rep. Jesse Jackson Jr. (D-Ill.) on Friday attempted to raise a point or order against the two Libya bills up in the House today, but was rejected by the presiding officer.

Jackson raised a point of order that the bills have not been available for 72 hours before being considered on the floor, as House Republicans promised would be the case for all legislation. The presiding officer, Rep. Tom Price (R-Ga.), said that under the rule for the bills, all points of order are waived.
