In July, several European countries closed their airspace to a charter flight carrying Morales back home from a conference in Russia. The plane was forced to land in Vienna, where it waited on the tarmac for more than 13 hours.

Morales also made an indirect reference to this summer's incident, saying that "you see presidents and their retinues blocking airspace, not providing guarantees for attendance to this forum, for example." Bolivia has accused the United States of being behind his plane's search, and has filed a complaint with the UN.
