The panel also delayed a markup of legislation from the panel's chairman, Rep. Ed Royce (R-Calif.), that amends the Diplomatic Security Act, calling for changes to the Accountability Review Board process in the wake of the Benghazi attack. Republicans say the State Department audit of the attack wasn't independent enough and want to change the structure of the board so that fewer members are named by the secretary of State.
The panel also postponed a hearing Tuesday on human rights abuses in Egypt.
A hearing Thursday on Somalia's al-Shabaab remains on the agenda, however. The Islamist militant group has claimed responsibility for the terrorist attack on a shopping mall that killed more than 60 people in Nairobi, Kenya.
