Tuesday's global agenda: Presidential candidates face off

Your morning global affairs speed-read

President Obama and Mitt Romney can expect to be peppered with foreign policy questions when they face off tonight for the second of three presidential debates at a town-hall type setting in Hempstead, N.Y. Romney will almost certainly hit the president over the deaths of four Americans in Libya amid questions about the administration's changing narrative and the State Department's denial of requests for more security.

Vice President Biden raised eyebrows at last week's debate when he said he and the president weren't aware of the requests for more security by the embassy in Tripoli. And Secretary of State Hillary Clinton took responsibility for the Benghazi incident in a CNN interview Monday evening ahead of the debate, saying she wanted to “avoid some kind of political gotcha.”

In related news, the State Department has relocated the Cairo embassy worker who raised Republicans' ire by denouncing a U.S.-made anti-Islam video before protests broke out in Egypt and across the Muslim world. [The Wall Street Journal] And the administration is readying strike forces and drones in case it finds a target for a retaliatory strike in Libya, the Associated Press reports.

Money in, money out: The Treasury Department this morning releases the Treasury International Capital (TIC) data for August 2012. This is a monthly report that lists foreign investment flows in and out of the United States.
