The Obama administration is facing tough questions about the IRS's targeting of conservative groups for additional scrutiny in their applications for tax-exempt status.
Republicans are now pointing to the agency's looming role in implementing ObamaCare and questioning whether it can be trusted to neutrally enforce penalties and distribute benefits.
Bachmann, a former GOP presidential candidate, claimed that healthcare reform will compile individual healthcare information into a federal database.
She wondered whether officials could then use the information to blackmail or "embarrass" patients.
"It's crucial that we ask these questions now," Bachmann said. "Today, this question is highly relevant."
Thursday's vote will be the 37th time House Republicans have voted to repeal, defund or dismantle the healthcare reform law.
