HHS finalizes ObamaCare rules on insurance oversight

"The overarching goal is to safeguard federal funds and to protect consumers by ensuring that issuers, Marketplaces, and other entities comply with federal standards meant to ensure consumers have access to quality, affordable health insurance," HHS stated in a news release.

Exchanges must be up and running in each state by Oct. 1, and Wednesday's regulations help cement some of the mechanics of how the new marketplaces will operate.

In addition to outlining the Health Department's oversight of insurance plans sold through the exchanges, the new rules finalize procedures that allow individuals and small businesses to appeal decisions about their eligibility for the exchanges.
