ObamaCare rule lowered premiums, analysis finds

ObamaCare's rule that insurance companies spend no less than 80 percent to 85 percent of premiums on medical care has allowed many consumers to pay less for their coverage, according to a new analysis

The Kaiser Family Foundation studied the figure, called the medical loss ratio (MLR), and reported that it led to $1.9 billion in premium savings and $1.1 billion in consumer rebates last year. 

Health insurers can satisfy the ratio rule by either lowering premiums to reflect less spending on administrative costs and profits or by issuing rebates to policyholders.

Analysis: Subsidies will offset ObamaCare 'rate shock'

Most of the young, healthy people whose premiums will rise under President Obama's healthcare law will be eligible for tax credits to help with the added costs, according to a new analysis.

The analysis, released Thursday by the consulting firm Avalere Health, found that two-thirds of young, uninsured adults will be eligible for subsidies under the healthcare law. 

Young, healthy people are critical to the law's success — the law aims to bring them into the system to help offset the costs of guaranteeing coverage to people with pre-existing conditions.

Authorities credit ObamaCare for healthcare fraud busts

Federal health officials credited ObamaCare on Thursday for enabling $14.9 billion in healthcare fraud recoveries in the last four years. 

The Centers for Medicare and Medicaid Services (CMS) reported that it has kicked 14,663 illicit providers and suppliers out of Medicare since March 2011, one year after the law was signed. 

The number of expulsions from Medicare has more than doubled in 35 states and quadrupled in 18 since healthcare reform became law, the agency said.

OVERNIGHT HEALTH: ObamaCare officials placed on leave

Two IRS officials working on the implementation of President Obama's healthcare law have been placed on administrative leave after accepting free food and gifts, sources said Wednesday.

Republicans had already zeroed in on the Internal Revenue Service's role in the healthcare law during the uproar over the agency's scrutiny of conservative nonprofits, and Wednesday's news promised to heighten the calls for aggressive oversight of the tax agency's healthcare office.

One of the officials placed on leave, Fred Schindler, is a top aide to Sarah Hall Ingram — who leads the IRS's healthcare office and presided over the office that handles tax exemptions for at least part of the time the conservative groups were being targeted. The other has been identified by congressional sources as Donald Toda.

The two were accused of accepting more than $1,000 in food and gifts during a 2010 conference.

White House briefs Dems: House Democrats met Wednesday with Tara McGuinness, the White House's communications adviser for healthcare, to discuss enrollment in the law's insurance exchanges. A House Democratic leadership aide said the caucus and McGuinness focused on effectively implementing the healthcare law and working together to ensure that people enroll in its new coverage options.
