News bites: FTC moves to overhaul online child privacy rules

The Federal Trade Commission is moving to overhaul online child privacy rules to better protect children online, according to The New York Times

The top intelligence official at U.S. Cyber Command accused China of trying to break into Pentagon computer networks and "exfiltrate" secrets, according to Reuters.

A new mobile app from Google provides people with information about places around them, but does so without being prompted to, The New York Times says.

Dish is in talks with networks such as Viacom-owned MTV about offering their channels on the Web, Bloomberg says.

Competitive carriers tell CNET that they hope the Federal Communications Commission applies the lessons it learned from its 2008 spectrum auction to its upcoming incentive auction.
