The new rules are set to go into effect next week.
Snapchat said children younger than 13 will be able to fill out a registration form, but none of the information will be sent to the company. The children will be able to take photos, add captions and draw, but they will not be able to send or receive the images.
Photos shared over Snapchat disappear within a few seconds of being viewed.
Many sites, such as Facebook, bar children under 13 from using their site at all to avoid running afoul of COPPA. But many children use services like Facebook and Snapchat by lying about their age when they sign up.
