Rep. John Mica (R-Fla.) used a fake joint as a prop at a hearing Friday morning — but he would've been blowing smoke if he'd said he rolled it himself.

Mica was chairing a hearing on Washington, D.C.'s recent decision to decriminalize small amounts of marijuana, a move he opposes. 

He held up what he called a "faux joint" to make the point of how much marijuana would be decriminalized under the law, saying "don't get too excited" when he broke it out. Rep. Steve Cohen (D-Tenn.), a strong advocate for reforming drug laws, asked him if he'd rolled it himself.

"No, I had staff do it," he said to laughs. "They have more experience."
