The death of Sen. Robert Byrd (D-W.Va.) leaves open the chairmanship of the powerful Senate panel that oversees homeland security spending. Byrd, who passed away Monday, had the gavel of the Senate Appropriations subcommittee for Homeland Security, which oversees annual funding for the U.S. Customs and Border Protection, the Coast Guard and the Transportation Security Administration, among other Department of Homeland Security agencies.

BP’s oil spill response costs have risen to about $2.65 billion, the company reported Monday.
That amount includes the cost of containment, relief well drilling, grants to the Gulf states, claims paid and federal costs.
Nearly 80,000 claims have been filed by individuals and businesses affected along the Gulf Coast. More than 41,000 payments have been made, totaling about $128 million, $2 million more than BP reported Friday.

House Ways and Means Chairman Sandy Levin (D-Mich.) next week is expected to present a green energy jobs bill to his committee. The measure is currently being drafted but is expected to provide between $15 billion and $20 billion in tax relief to renewable energy sectors and be fully offset by rescinding tax breaks for the oil and gas industry. Levin has already hosted a hearing on green energy jobs. It is unclear if a markup will occur on the legislation.
