The Internal Revenue Service (IRS) published its rule to penalize Americans who do not obtain health insurance under the Affordable Care Act.
Most people will be hit with an additional tax of $95 or 1 percent of household income next year unless they obtain insurance, with the fee to rise in following years.
The National Park Service wants to update its rules on demonstrations in national cemeteries in response to a 2009 court ruling.
In the case, the U.S. District Court for the District of Columbia worried that the current definition of “demonstration” could allow Park Service officials to ban types of speech “based on their determination that a person intended to draw a crowd with their conduct.” As a result, the new definition will only prevent actions that are “reasonably likely” to attract onlookers.
The agency is also reopening the comment period for its proposal to protect land for jaguars in Arizona and New Mexico.

Boats and fishing:
The Coast Guard is amending its rules to align them with its definition of “seagoing barge.” The revisions will help clarify existing regulations, the Coast Guard said.
The National Marine Fisheries Service wants fishers who catch migratory fish in the Atlantic with vessel monitoring systems to report their location 24 hours a day, seven days a week. The change, the agency said, is necessary to make rules consistent with other regulations and to help law enforcement efforts.
Additionally, the fishing regulator is finalizing provisions of a framework for Northeastern commercial fishing, publishing its final list of fisheries for 2013 and making available an amendment to modify commercial halibut fishing in the Gulf of Alaska. The fisheries service is also proposing new measures for catching mackerel, squid and butterfish in the Atlantic.
