The fertilizer plant in Texas that exploded last month sought exemptions from federal safety regulations, according to a new report.
The Center for Public Integrity found that the West Chemical and Fertilizer company, which owns the plant, appears to have applied a 20-year-old provision.
The regulatory loophole says facilities that process fertilizer and sell to the ultimate consumer — usually farmers — are subject to less-rigorous worker safety and environmental regulations.

The Obama administration announced nearly $600 million in additional restoration projects to improve the environmental damage along the Gulf Coast.
Following the 2010 Deepwater Horizon oilrig explosion and spill, oil giant BP offered up to $1 billion to rehabilitate the areas in Alabama, Florida, Louisiana, Mississippi and Texas.
A group of federal and state agencies have held meetings with stakeholders to coordinate and plan the relief. According to the National Oceanic and Atmospheric Administration (NOAA), BP has already agreed to fund 10 previously proposed restoration projects, worth about $71 million.
