Senate agrees to amendments to water bill, including help to small communities

The Senate agreed to five more amendments to the water infrastructure bill by unanimous consent on Wednesday evening.

Sen. James Inhofe (R-Okla.) introduced one of the amendments, which would give communities with populations smaller than 25,000 people additional help in developing rural water infrastructure projects.

Senate rejects gun amendment to water infrastructure bill

The first GOP amendment voted on for the Senate’s water infrastructure bill was about gun rights.

The Senate is considering the Water Resources Development Act (WRDA), which would authorize projects related to flood and storm risk reduction, coast and inland navigation, and ecosystem restoration.

Sen. Tom Coburn (R-Okla.) introduced an amendment to the bill dealing with gun use on Army Corp of Engineer’s land.

Coburn’s amendment failed on a 56-43 vote Wednesday — 60 votes were needed for passage. It would have allowed individuals to carry guns at water resources development projects administered by the Secretary of the Army.

FAA backs off plans to eliminate overnight flight tower shifts

The Federal Aviation Administration (FAA) is backing off plans to eliminate overnight shifts for some of its air traffic controllers because of the sequester.

The agency had planned to end night shifts at 72 of its air traffic control towers in response to the sequester's requirement that it eliminate $600 million from its 2013 spending.

The FAA said Wednesday that it would keep the towers open overnight after Congress passed a bill to give the agency flexibility to shift money around its accounts to avoid cuts that would be painful to airline passengers.

Coburn withdraws a water bill amendment requiring gun studies

Sen. Tom Coburn (R-Okla.) announced Wednesday that he would withdraw one of his amendments to the Senate water infrastructure bill.

Coburn had introduced an amendment that would have required federal studies on guns. That amendment was scheduled to get a vote at 2 p.m. on Wednesday.

Utilities push Obama to nix highway tolls for emergency response

Electric utilities plan to ask President Obama to waive highway tolls for utility crews responding to extreme weather-related power outages, an industry source told The Hill.

Obama is meeting with utility chief executives and trade associations Wednesday at the White House to discuss improving response times to major weather disasters like Hurricane Sandy.

The industry source said it would ask Obama for some quick fixes — mostly on the logistics side of emergency response — to prevent a similar episode, with the toll issue being a good start.
