Rice tweeted Tuesday that she is "honored" to be presenting the awards to Bush and her twin daughters Jenna and Barbara.
"They are giving a voice to women who otherwise might not have one. They personify the belief that every woman’s life has potential," Rice told the magazine.
The magazine also lauds Giffords as "the undaunted" member of the list. Giffords was shot in the head in January and has spent the year recovering from the injury.
“She’s a shining example of strength, perseverance and the ideals that transcend party or politics. She has devoted her career to the idea of working together to make the lives of her fellow Arizonans—and fellow Americans—better," President Obama said of Giffords.
