Issa's playground analogy

Rep. Darrell Issa (R-Calif.) has an interesting way to explain the complexities of TARP. Here are a series of tweets from the Congressman:
Remember when the big kids changed the game's rules and you were powerless?

Big Kid: "No, THAT tree is a home run and THAT tree is an automatic double play." You: "But you didn't tell me that BEFORE I hit the ball!"

Doesn't the Great TARP Game sound like this? Goldman and other banks want to leave, but the rules keep getting changed (if explained at all)
