•EDUCATION: Former Iowa Gov. Tom Vilsack (D), who dropped out of the race for the Democratic presidential nomination earlier this year, has registered to lobby for the National Education Association. Vilsack will be lobbying for the reauthorization of the elementary and secondary education act of 1965, according to Senate records. Vilsack is affiliated with Dorsey and Whitney LLP.

Former House staff members Darwin Cusack and Andrew Emerson have registered to lobby for Franklin Pierce College of New Hampshire. Both are listed by Eastpoint Strategies LLC, which has registered to lobby for appropriations and support for academic and energy initiatives.   

•ENERGY
: Alston & Bird LLP has registered to lobby for Horizon Wind Energy, which constructs and operates wind farms around the country, according to a filing with the Senate Office of Public Records. Jon Chase is listed to lobby for Horizon on issues related to the energy bill.

•HEALTH
: Blue Cross Blue Shield of South Carolina has hired Carolina Commerce Strategies to monitor and consult on legislation related to Medicare and healthcare issues. John Cooper is listed on the registration filed with the Senate.

•INSURANCE:
An insurance industry coalition has hired Capitol Tax Partners LLP to lobby on the tax treatment of property and casualty insurance and reinsurance. Several lobbyists are listed on the Senate registration for the Coalition for a Domestic Insurance Industry, including Jonathan Tellsman, former assistant Treasury secretary for tax policy; Richard Grafmeyer, former deputy chief of staff to the joint committee on taxation; and William McKenney, former staff director of the Ways and Means oversight subcommittee.

•TAX
: Capitol Tax Partners LLP has registered to lobby for the Private Equity Council, an association of private equity funds, on legislative and regulatory services related to the tax treatment of partnership interests in private equity funds.

•TELECOM
: Heather Podesta & Partners has registered to lobby for Rave Wireless Inc., a New York mobile applications and managed mobile phone service provider. According to Senate records, the firm will lobby on issues related to campus security. Those listed include Heather Podesta, Anne Brewer, Laura Joshua and Eric Rosen.

•TRADE
: The Monument Policy Group has registered to lobby for a Venezuela methanol producer, Metanol De Oriente, Metor S.A. Petrochemical and Industrial Complex. Monument is lobbying to ensure the company’s exports continue to qualify for trade preferences, according to the Senate registration form. Lobbyists listed on the Senate registration include Stewart C. Verdery, Timothy Punke, Andrew Howell, Andrew Meehan and Ryan Spangler.

•TRANSPORTATION: Former congresswoman Carrie Meek (D-Fla.) has registered to lobby for the Metro-Dade Transit Authority of Miami. The Carrie Meek Group is registered to lobby on transit issues related to Miami-Dade County, according to its Senate registration form. Meek’s son, Rep. Kendrick Meek (D-Fla.), continues to serve in the House.
