•Craig Metz has joined Venable as part of its legislative group. Coming from EMC Corp., Metz is a former chief of staff for the late Rep. Floyd Spence (R-S.C.) while he was chairman of the House Armed Services Committee.

•Gregg Haifley
has joined the American Cancer Society Cancer Action Network (ACS CAN) as an associate director of federal government relations. Haifley was formerly with People for the American Way. Kelly Green Kahn, a former National Institutes of Health official, has been promoted to associate director of federal government relations for ACS CAN. Karen Orloff Kaplan, previously with the Wye River Group, also has joined the American Cancer Society.

•Sidley Austin
has elevated five lawyers from its Washington office to the level of partner. Kevin J. Campion, Mark B. Langdon, Eric A. Shumsky, Eric M. Solovy and John K. Van De Weert Jr. have all earned partnership in the firm.

•Paul J. McNulty
has joined Baker & McKenzie as partner. McNulty is a former U.S. deputy attorney general and has more than 20 years of experience in public service for state and federal government.

•Wilson Research Strategies
has hired two new vice presidents, Tyler Harber and Byron Allen. In 2006, Harber helped manage the research and strategy for four winning Senate races, six winning Republican governors and 46 members of Congress. Allen has directed polling projects for Senate and House campaigns. Both executives join the firm from Public Opinion Strategies.

•Kevin M. Brown has joined the American Red Cross as its new chief operating officer. Brown has served as acting commissioner of the IRS since May 2007. Prior to joining the IRS, Brown worked as an attorney the Justice Department’s tax division.

•Capitol Management has announced the hiring of four new legislative assistants. Courtney Sullivan, Morgan Jones, Ian DeMello and Alison Smith have all joined the firm.
