• Former Sen. Warren Rudman (R-N.H.) will join Stonebridge International as its new co-chairman. Rudman has been tapped to help expand the global business strategy firm’s services to multinational businesses, investment firms and other organizations.

• Alex Sternhell was hired by The Cypress Group as its new partner. Most recently deputy staff director for the Senate Banking Committee, Sternhell will join several other native Louisianans at the financial services lobbying firm.

• The Livingston Group announced that Dennis Hertel and Lauri Fitz-Pegado are becoming partners at the firm. Hertel, a former Democratic congressman from Michigan, has worked with firm principals for two years while Fitz-Pegado, former assistant secretary at the Department of Commerce in the Clinton administration, has been at the firm for five years.

• Comptel announced that Jerry James has been named chief executive officer and former Rep. Matthew Salmon (R-Ariz.) has been named president. James was serving as interim chief executive of the telecom trade group since June, while Salmon is currently with Greenberg Traurig.

• John Payton, who was recently named a partner at Wilmer, Cutler, Pickering, Hale and Dorr, is now the NAACP Legal Defense Fund’s director-counsel and president.

• Jonathan Marcus has joined Covington & Burling as counsel. Having served in the Solicitor General’s office in the Department of Justice, Marcus will practice in the firm’s Supreme Court and appeals group.

• William Connelly has been hired by Manatt, Phelps & Phillips as its new associate. Connelly will join the firm’s national healthcare team. He previously served as an attorney with the Centers for Medicare and Medicaid Services division in the Department of Health and Human Services.

• Chris Katopis has joined Federal Strategy Group. Katopis recently concluded a judicial clerkship with the U.S. Court of Appeals for the Federal Circuit and previously was director of congressional relations at the U.S. Patent and Trademark Office.
